1. RULES:
1.1 The
regatta will be governed by the “rules” as defined in the 2013-2016 Racing
Rules of Sailing (RRS), the prescriptions of US Sailing, the rules of the
Windmill Class Association (WCA), and these Sailing Instructions. For any discrepancy existing between the
Regatta NOR and these Sailing Instructions, these Sailing Instructions take
precedent.
2. ENTRIES
and ELIGIBILITY:
2.1 Competitors
must be current members of the WCA.
Boats must possess a measurement certificate to be eligible for the
regatta. (This provision may be waived
by action of the Executive Committee).
In order to compete, each boat’s weight, sails and foils must pass
measurement tests deemed appropriate by the WCA measurer. A boat declared eligible may enter by completing
registration with the regatta organizing authority.
2.2 Measurement and registration will be conducted
at FBYC grounds.
2.3 Requests for crew substitutions must be
submitted to the WCA. After reviewing
the request, the WCA may,
for just cause, approve the substitution.
3. NOTICES
TO COMPETITORS:
3.1 Notices
to competitors will be posted on the Official Notice Board located inside the
screen porch of the main FBYC Clubhouse.
4. CHANGES
TO THE SAILING INSTRUCTIONS:
4.1 Any
changes to the Sailing Instructions will be posted on the Official Notice Board
prior to the Championship competitors meeting or by 0830 on subsequent days
they take effect. Changes to the schedule of races will be posted no later than
1800 on the day before they take effect.
5 SIGNALS MADE ASHORE:
5.1 Signals
made ashore will be displayed on the FBYC flagpole located on the

less than 60 minutes after Flag “AP” is lowered. This changes Race Signals in
the RRS.

6.2 The
display of Code Flag A (white and blue vertical bars)
on the Race Committee (RC) finish vessel at the finish of any race means, “No
More Races Today”.
7. RACING
AREA:
7.1 Weather
permitting, the race course(s) will be in the general vicinity of location B in Appendix 1. Locations A and C are potential alternate
racing areas depending on weather conditions.
8. THE
COURSES:
8.1 The
courses for this regatta are illustrated in Appendix 2. The course will be designated by a course board
displayed on the starboard side of the RC Signal Boat no later than the warning
signal for that race. A numeral
following a course designation indicates number of LEGS, which at the
discretion of the RC may change, but will maintain the basic configuration of
that course.
8.2 Depending
on weather conditions, the RC may elect to set course W5 (or W3), or O (all
with finishes at the Windward mark) as the last race of each day. Those courses will not be set for earlier
races.
9. MARKS:
9.1 Marks
of the course will be orange cylinders, except for a leeward mark placed to
windward of the starting line in courses W5 (or W3), and W4, which will be an
orange tetrahedron. Change marks will be
yellow cylinders.
10. THE START:
10.1 Races
will be started using RRS 26.
10.2 After a
delay in racing and/or prior to a new sequence, the RC may sound an Attention Signal,
consisting of a series of short sounds approximately 1 minute before the
Warning Signal. This is not a timed
signal.
10.3 Prior to
the Warning Signal for the first race of each day in which a boat
competes, each boat shall sail past the RC Signal Boat, hail her sail number,
and be acknowledged by the RC. This is a
safety issue. Failure to do this
check-in may result in disqualification, or a lesser penalty, at the discretion
of the RC, for that day’s racing. This changes
RRS 63.1 and A5.
10.4 The
starting line will be between a staff displaying an orange flag on the RC
Signal Boat and the course side of the port-end starting mark (orange cylinder).
10.5 The RC
will attempt to hail OCS boats by sail number on Individual Recalls. Failure of
the RC to make this hail, failure of a boat to hear the hail, a boat’s position
in the sequence of notifications, or promptness of notification, will not be valid
grounds for redress. This modifies RRS
29.1 and 62.1(a).
11. CHANGE
OF COURSE AFTER THE START:
11.1 The
direction of a new mark when a change of course is signaled will be as
indicated by RRS 33 (a)(2), and (c), by displaying Code Flag “C” and red flag
or green pennant, with repetitive sound signals as appropriate.
12. THE
FINISH:
12.1 The
finish line will be between a staff displaying an orange flag on the RC Signal
Boat and the course side of the port-end finishing mark (orange cylinder).
13. TIME
LIMIT:
13.1 The time
limit for the first boat in each Start to reach the first mark in a race is 30
minutes from that boat’s starting signal.
If no boat in a Start passes the first mark within the time limit, the
race for all boats in that Start shall be abandoned.
13.2 The time
limit for the first boat in each Start to sail the course and finish will be 90
minutes, beyond which the race shall be abandoned. Boats failing to finish within thirty minutes
after the first finished boat will be scored TLE and receive two points more
than the last starting boat finishing that race. This changes RRS rule 35.
14. PROTESTS:
14.1 Written
protests shall be delivered to the Protest Desk, located adjacent to the
Official Notice Board within 60 minutes of the first RC boat docking (e.g., a
mark boat). The docking time will be announced with displaying of Bravo flag on
the FBYC flagpole accompanied with a sound signal, and the time will also posted
on the Official Notice Board.
14.2 Protests
shall be written on forms available in a folder attached to the Official Notice
Board. Protests will be heard in
approximately the order they were received.
A list of protest hearings will be posted on the Official Notice Board
within 15 minutes after the end of Protest Time. Hearings will be held as soon as practicable
on the second floor of the main clubhouse.
14.3 RRS
Appendix T Section
B Post Race Penalties, and Section C Expedited
Hearings shall be in effect for this regatta.
The use of expedited hearings (desired) is dependent upon quick action/approval
from all parties.
15. SCORING:
15.1 The Low Point Scoring System of RRS
Appendix A will apply with the following modifications:
If five or more races
are completed, the worst score for one race for each boat will be discarded. This changes RRS Appendix A2.
15.2 Three races must be
completed to constitute an official championship regatta.
16. PRIZES:
16.1 Prizes will be awarded to the skipper and crew of the first ten
finishers. The first place boat will
also be awarded the Windmill Class Association National Championship Trophy, a
perpetual trophy. Prizes other than place in regatta
racing may also be awarded at the discretion of the Class officers
17. DISCLAIMER OF
LIABILITY:
17.1 Competitors
participate in the regatta entirely at their own risk. See RRS 4, Decision to
Race. The Organizing Authority
and Host Club will not accept any liability for material damage or personal
injury or death sustained in conjunction with or prior to, during, or after the
regatta.
