1     RULES
1.1     The regatta will be governed by the rule as defined in The Racing Rules of Sailing 2013-2016 (RRS) and the International Laser Class Association (ILCA) rules.
1.2        The first paragraph of RRS 40 will be replaced with: “Competitors shall wear personal flotation devices, at all times when on the water, except briefly while changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal flotation devices."
1.3    The sailing instructions may also change other racing rules.
1.4    If there is a conflict between languages the English text will take precedence.
1.5    Appendix P will apply.


2     ELIGIBILITY AND ENTRY
2.1     The regatta is open to all boats of the Laser Standard and Laser Radial classes.
2.2    All competitors must be members of the ILCA-NA or their national Laser Class Association.

2.3    A minimum of five entries are required to constitute a class.
2.4    Sailors who have not have reached their 18th birthday, before the first day of racing, shall be classified as Juniors.

3     FEES
3.1    The entry fee will be $100 for all classes.
3.2    Entries received by 2000 on May 8, 2015 will be discounted to $80.
3.3    The entry fee includes continental breakfast on both days of racing and a dinner on Saturday night.  
3.4    A social package including 2 breakfasts and dinner will be available for purchase by non-competitors.  After May 8 social packages will be limited and may not be available at check in/ registration
3.5     Turkey & Cheese sandwiches will be available via online order only and must be ordered by 2000 on May 8, 2015.  Sandwiches  must be picked up between 9 & 9:30 in the main clubhouse porch.
3.6    All sailors, including those who pre-registered, must check-in Saturday morning immediately upon arrival, at the registration desk on the first floor of the clubhouse.
3.7    A regatta hat will be given to the first so many registrants while supplies last.

0915 Skippers Meeting
1030 Warning for First Race
Following racing there will be a dinner

Sunday, May 17
0730-0900 Continental Breakfast
1000 Warning for First Race
Awards will be given as soon as practical after racing in the clubhouse.

4.2     No warning signal will be made after 1500 on Sunday.

5    MEASUREMENTS
5.1    Sails may be measured prior to racing, and may be spot checked at any time during the regatta.

6    SAILING INSRUCTIONS
6.1    Sailing Instructions will be available online the week before the regatta, and at registration both Friday and Saturday.

7    VENUE
7.1    Launching and shore-side activities will be at Fishing Bay Yacht Club, 1525 Fishing Bay Road, Deltaville, Virginia 23043.
7.2    The racing areas will be on the Piankatank River between Fishing Bay and Godfrey Bay and on the Chesapeake Bay near the mouth of the Piankatank River between Stingray Point and Gwynn Island.

8    SCORING
8.1    A minimum of two completed races shall constitute a regatta.
8.2    RRS Appendix A is changed such that if fewer than six races are completed a boat’s series score will be the total of her race scores.

9    PRIZES
9.1    The winning sailor of each class will be named the 2015 Atlantic Coast Champion.
9.2    Prizes will be given in both Standard and Radial classes for the top 5 competitors and top Woman.

10        SUPPORT/SPECTATOR
10.1    All support, coach, and spectator boats shall register with the organizing authority and may be required to fly identification.
10.2    All support/coach/spectator boats shall be prepared to assist in the event of an emergency and, therefore, must carry a VHF radio capable of making and receiving radio transmissions.  Support/coach/spectator boats may be mandated to lend assistance to other than the boats they support if conditions require.  Support/coach/spectator boats must monitor VHF channel XXCHANNELXX at all times while away from the dock.
10.3    All support/coach/spectator boats launching via the club ramp on Fishing Bay must be in the water by 8:45am each day.  Boats may not come out of the water each day until all Lasers have finished using the ramp.
10.4    Support/coach/spectator boats may dock overnight at the club dock on Fishing Bay.   However, in a strong southerly, this dock is somewhat exposed and could see rough conditions and docking overnight is at your own risk.

11        ACCOMODATIONS
11.1    List of B&B's, hotels and motels can be found at http://www.fbyc.net/Visitor/Accommodations
11.2     Tent camping sites are available ONLY on the east side of the club property on Jackson Creek.
11.3     RV's are not permitted without prior approval by the club board.  Contact the event chair for more information.
11.4     Some member housing may be available to those who request early enough.  Please contact the event chair listed.
11.5     Please leave your pets at home.  Dogs are only allowed on club grounds while leashed and en route to a member's boat.

12    DISCLAIMER OF LIABILITY
12.1    Competitors participate in the regatta entirely at their own risk. See RRS 4 (Decision to Race).  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

14        DIRECTIONS
14.1     Deltaville is on the western shore of the Chesapeake Bay and is approached via US 17 and US 33 regardless of whether you drive on I-95 from the north or I-95 and I-64 from the south.  At Saluda continue east on US 33 to Deltaville and turn right at the 7-11 on Route 1102, Fishing Bay Road, and follow the signs until you see Fishing Bay immediately in front of you at the "End of State Maintenance.”  Turn left and continue slowly for some 0.40 mile over multiple speed bumps until you see the FBYC dry sail area and hoist on your left.  Car parking is available in parking lots on both sides of the road immediately east of the dry sail area.
