PHRF ANNUAL MEETING RESULTS: Randy
Pugh was elected president for the 2nd consecutive year and
Mike Dale will serve as vice-president for region
4 (south region). Alan Bomar will continue as Chief
Handicapper for the southern Bay. Fleet splits for the coming
season were voted in for the southern Bay (region 4) as: A - Up to
115; B - 116 to 166; C - 167 and up; Non-Spin -
all. These are the same splits as 2006. Any change must be
approved by the region delegates before February 15, 2007, when the splits
become final. PHRF will soon publish a detailed report of additional
issues discussed and/or decided at the meeting.
February 17 - US SAILING BASIC RACE MANAGEMENT COURSE -
Hosted by Fishing Bay Yacht Club (Deltaville, VA) - this is the
official USSA course required for certification as USSA Club Race Officer.
The certification test will be give to those participants wishing to take
it. $40 includes morning refreshments, lunch, and materials. Register on

FROSTBITE SERIES: The first race of the
annual Frostbite Series, sponsored by HYC, turned out to be A+. Once the
breeze stopped going right, 22 boats got underway and enjoyed 8-12
knots from ENE. Cool enough for long undies, but not too cool - yet.

WHOA UP! The Caribbean 1500 boats - 76 strong
- to delay their start. The Rally was scheduled to depart
the Chesapeake today, Monday, mid-day. However, due to the strong
possibility of bad weather brewing down the track, Rally organizers decided to
stay in port until at least Tuesday, and very probably until Wednesday.
Blue Water Yachting Center's Ian Bates, when asked how having
so many boats extending their stay would impact BYC's operations, said it would
not be a problem, "...we'll just roll with it!"
PARTY NIGHT minus 4 - CCV AWARDS PARTY AND YEAR
END BASH THIS FRIDAY, NOVEMBER 10th at the Radisson Hotel in downtown
Hampton. Cocktail Party starts at 7 pm. Heavy hors
d'oeuvres (heavy enough for any self-respecting racer to make a meal), free wine
and beer as long as it lasts (get there early), and cash bar. Live music -
THE PHUN DOCTORS. Put the taps on your boat shoes and go dancin'!

IN WILLOUGHBY BAY: The November chill did not deter the
Willoughby Racers from getting in two races on Saturday. First the hearty
15 sailed the make-up chase race for the annual Memorial Race
that was postponed in October because of rain. The MR was
followed immediately by the Hot Buttered Rum Race which is
a long time favorite for cool weather racers. In the staggered start
Memorial Race, Rodney Paice in Wiki-Wiki was first to

Frostbite Toughies Award:
Prevail, JD Scott's and Mark Shaw's
big Beneteau from NYCC, was on station and ready to race a week ago,
when Frostbite #1 got blown away. The Prevail team had
prevailed, but to no avail. Conditions proved unsuitable for racing, with
winds that wrecked even more havoc up the Bay.
DINGHY OPS: Here's an opportunity for dinghy
sailors. Go one more time while the water is not quite warm, but OK... for
a polar bear with thin fur! November 11 & 12, this coming Saturday
and Sunday, is the Fall Fling Regatta at HYC. Open to Lightnings,
