and go there). Some significant decisions were made by PHRF
delegates (some of whom are also handicappers) at this meeting. For
instance, PHRF of the Chesapeake is now offering at no extra charge,
dual ratings - spinnaker and
non-spinnaker; there is a $5 reduction in charge
for membership dues and rating certificate and you can save
another $5 if you get your rating renewed before April 1,
2011; mizzen staysails are ok
IF . . . ; and, there is more. So, read the minutes, which
are detailed, and note that which is actually the approved/final decision.
NOTE: Southern Bay PHRF Fleet splits remain the same as in
2010.

Two New Year's Day Racing Opportunities on the
Southern Chesapeake Bay.
Start the year off right - go racing!
* DANA DILLON MEMORIAL NEW YEAR'S
MADNESS RACE - Saturday, January 1, 2011 - Hampton YC and Old Point Comfort YC join forces to sponsor this event,
OPEN TO ALL. This is a staggered start, aka pursuit, race. Mandatory
Skippers Meeting at 1000 (10 am) New Year's Day at HYC, where times and course
description will be announced. Breakfast will be available for a
nominal charge (breakfast for each skipper is included in the entry
fee). HYC will open at 0900 (9 am). Classes are PHRF Spinnaker,
PHRF Non-Spinnaker, and Cruising Class. Cruising Class ratings will be
assigned by the OPCYC rep. All boats must meet the PHRF 4P
safety requirements. The starting line will be off the HYC docks and the
Finish Line will be off the OPC Marina Pier. There will be a post-race
party and awards presentation at 1530 (3:30 pm) at the OPCYC clubhouse on Ft.
Monroe. Food and libations for all crew and skippers are included in the
entry fee. Entry fee is $25 if received by (1700) 5
pm, Wednesday, December 29th; otherwise $35. Entries may be
dropped off at the OPCYC Drop Box or the HYC outside Drop Box or mailed

* SEAFORD YACHT CLUB ANNUAL NEW YEAR'S DAY

Another Multifaceted Racer Wins Lighted Boat
Parade! Mike Austin’s Movin’ On, is the overall winner of the
Yorktown event! There was even a
photo in the Daily Press of Movin' On
towing a “sleigh” and sporting ample number of reindeer up in it's
rigging.
THE TALL SHIPS ARE COMING! THE TALL SHIPS ARE
COMING! Bill Magann, chairman of OpSail 2012,
has announced the Tall Ship fleet (40-50 ships) has been
invited to stop at Norfolk and Portsmouth,
June 6 - June 12,
2012. OpSail 2012 will commemorate the War of 1812 and the
celebration will begin in May in New Orleans. Plenty of the War of
1812 action took place in our Chesapeake Bay. The last time OpSail was in
Hampton Roads was in 2000. It will be good to have it
back!
2011 SAILSTICE DELMARVA RALLY - June
18 - 25, 2011. Here's the return of an rally with some inviting
modifications that southern Bay sailors may find very interesting. The
Rally starts in Annapolis (with a kick off party), stops in the Bohemia River,
goes through the C&D Canal and sails (on the "outside") along the
DelMarVa Peninsula, turning into the Chesapeake via the Virginia Capes, stops in
Hampton (to party), stops in Solomons (to party), and then sails to Annapolis or

Suhay the Hampton Roads plan for the
winter frostbite series, which kicked off yesterday with the first of 2 warm-up
regattas, the second on this coming Sunday, Dec. 19. After a Christmas
break, the scored series begins on Sunday, Jan. 2, 2011. Organizers plan
to tighten up the racing, so it is not an all-day affair. Skippers meeting at
11:30. First race at noon, and last race at about 2:00 to 2:30 depending on the

LAW: 'Tis the holiday
season. Southern Bay sailing groups have issued
a Racing Beagle BOLO (BOLO = Be On
Look Out for). Yrs Truly, the Racing Beagle, aka
Murphy, is described as approximately 16 inches
tall, wearing a plaid down vest layered over an argyle cashmere
sweater with a stretch fleece tail cover and two pair of UGG
booties. The subject is known to frequent holiday parties,
lingers near the shrimp bowl, and favors hi-test
eggnog. Expect exuberant expressions of good cheer! Merry
Christmas, Happy Holidays, and Best Wishes for 2011!
